For the purposes of this Directive, the following definitions shall apply: |5. 1. |Značenje izraza

|Potpuno usklađeno | | | | |4.2 |When applying the waste hierarchy referred to in paragraph 1, Member States shall take measures to encourage the options that deliver the best overall environmental outcome. This may require specific waste streams departing from the hierarchy where this is justified by life-cycle thinking on the overall impacts of the generation and management of such waste.

Member States shall ensure that the development of waste legislation and policy is a fully transparent process, observing existing national rules about the consultation and involvement of citizens and stakeholders.

Member States shall take into account the general environmental protection principles of precaution and sustainability, technical feasibility and economic viability, protection of

resources as well as the overall environmental, human health,

economic and social impacts, in accordance with Articles 1 and

Domaćinstva su dužna da odlažu svoj otpad u kontejnere ili na druge načine, koje obezbeđuje jedinica lokalne samouprave, a opasan otpad iz domaćinstva (otpadne baterije, ulja, boje i lakovi, pesticidi i dr.) da predaju na mesto određeno za selektivno sakupljanje opasnog otpada ili ovlašćenom pravnom licu za sakupljanje opasnog otpada.

Jedinica lokalne samouprave obezbeđuje i oprema centre za sakupljanje komunalnog otpada koji nije moguće odložiti u kontejnere za komunalni otpad (kabasti i drugi otpad).

Domaćinstva i drugi proizvođači komunalnog otpada vrše selekciju komunalnog otpada radi reciklaže.

Jedinica lokalne samouprave uređuje organizovanje i način selekcije i sakupljanja otpada radi reciklaže, lokalnim planom upravljanja otpadom iz člana 13. ovog zakona, a koji mora da bude u skladu sa posebnim programom koji, na predlog ministarstva, utvrđuje Vlada.

6) vrši i druge poslove utvrđene zakonom.

Autonomna pokrajina svojim aktom određuje organe nadležne za obavljanje poslova iz stava 1. ovog člana.

Proizvođač i vlasnik otpada, izuzev domaćinstva, dužan je da vodi i čuva dnevnu evidenciju o otpadu i dostavlja redovni godišnji izveštaj Agenciji.

(ii) Article 9 shall be replaced by the following:

The measures necessary for adapting the Annexes of this Directive to scientific and technical progress and for revising the list of wastes referred to in Article 1(4), designed to amend non-essential elements of this Directive, inter alia by supplementing it, shall be adopted in accordance with the regulatory procedure with scrutiny referred to in Article 18(4) of Directive 2006/12/EC.“; | | | | | | | |41(c) |Directive 2006/12/EC is hereby amended as follows:

Energetska efikasnost = (Ep – (Ef + Ei)) / (0,97 x (Ew + Ef))

u kojoj je:

Ep – godišnja energija koja je proizvedena kao toplotna ili električna energija. Sračunata je kao energija u formi električne pomnoženom sa 2,6 i toplotne koja je proizvedena za komercijalnu upotrebu pomnožena sa 1,1 (GJ/ godišnje).

Ef – godišnji energetski unos u sistem iz goriva koja doprinose proizvodnji pare (GJ/godišnje).

Ew – godišnja energija sadržana u prerađenom otpadu, koja se izračunava pomoću neto toplotne vrednosti otpada (GJ/godišnje).

Ei – godišnje uvezena energija, isključujući Ew i Ef (GJ/godišnje).

0,97 – faktor koji se odnosi na energetske gubitke u pepelu na dnu i radijaciji. Ova formula se upotrebljava u skladu sa referentnim dokumentom o najboljim dostupnim tehnikama za spaljivanje otpada.
